Job Summary Operations Manager needed to provide program oversight, budget management, development support, and leadership for a growing portfolio of international programs, clinical trials, and research projects in STIs and HIV/AIDS. Duties include oversight of the project budgets and research agenda, protocol development, communication with subcontractors; determination of scientific and programmatic priorities and directions; research and identification of public and private funding sources; development, submission, and follow-up on all private and public funding proposals; development of short- and long-term plans to improve total operations of the group by assuring efficient and cost-effective results to meet programmatic and operational needs; and perform other duties as assigned.
Required Qualifications BA/BS with a major in a related field and four years of experience in administrative analysis or operations research; or an equivalent combination of education and experience; three-four years experience working in reproductive health, with a strong background in the international study of sexually transmitted infections and HIV/AIDS in a University setting; experience in budget and project management, and strong analytical and writing skills; technical knowledge in the areas of clinical trials research, regulatory and ethical review board guidelines, federal contract administration and fiscal management; excellent organizational skills with exceptional attention to detail; well-developed time management skills to prioritize and meet multiple deadlines and handle a variety of tasks simultaneously in a fast-paced, cross-cultural environment; flexible, self-directed, and able to work independently and as part of a team; excellent written and verbal communication and analytical skills, able to interface with domestic and international investigators and project management staff who are available only via e-mail and conference calling; cultural competence to interact with staff members from different ethnic and economic backgrounds; highly knowledgeable about sexually transmitted infections (STIs), epidemiology and clinical trials; ability to develop and oversee a complex functioning infrastructure in a developing country where management styles, organization structures and work practices are often different from those in the United States; good working knowledge of Good Clinical Practice for clinical trials, rules relating to the management of federal contracts and grants and university accounting rules, particularly those that apply to subcontracts or purchase orders with project partners; high degree of competency in Microsoft Office; able to work with formulas and macros in Excel; proof of eligibility to work in U.S. at time of hire; able to work at computer for long periods of time. Note: Fingerprinting and background check required.
Preferred Qualifications Master’s in public health and/or finance is highly desirable; a sense of humor is a plus; significant knowledge of UCSF’s Contracts and Grants policies and procedures; experience living/working in a developing country, especially sub-Saharan Africa.
